The approved pedestrian crossing scheme shall be completed prior to the occupation of 66% of the dwellings within the final phase of the development. REASON: To ensure that the development does not have an adverse impact on the highway network and pedestrian safety in accordance with policy SD4 of the Redcar and Cleveland Local Plan. |
