# Condition Details
1 The development shall not be begun later than the expiration of THREE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
2 The development hereby permitted shall be carried out in accordance with the following approved plans: Location plan received by the Local Planning Authority on 27/10/2025 Proposed site plan received by the Local Planning Authority on 04/08/2025 Elevations of fence received by the Local Planning Authority on 04/08/2025 BNG off site habitat creation received by the Local Planning Authority on 20/08/2025 REASON: To accord with the terms of the planning application.
3 The development shall not commence until a Habitat Management and Monitoring Plan (the HMMP), prepared in accordance with the approved Biodiversity Gain Plan has been submitted to, and approved in writing by, the local planning authority and including: (a) a non-technical summary; (b) the roles and responsibilities of the people or organisation(s) delivering the [HMMP]; (c) the planned habitat creation and enhancement works to create or improve habitat to achieve the biodiversity net gain in accordance with the approved Biodiversity Gain Plan; (d) the management measures to maintain habitat in accordance with the approved Biodiversity Gain Plan for a period of 30 years from the completion of development; and (e) the monitoring methodology and frequency in respect of the created or enhanced habitat to be submitted to the local planning authority. REASON: To ensure the delivery of biodiversity net gain on site.
4 Drawings illustrating the removal of the existing boundary treatment, with details including extent and materials to be used in highway areas the subject of alteration shall be submitted to and approved in writing by the Local Planning Authority, once approved construction shall be carried out in accordance with those approved plans. Reason; To ensure a satisfactory form of development and in the interests of highway safety having regard for Local Plan Policy and sections 9 and 12 of the NPPF.
5 The development hereby approved shall not be brought into use until a formalised dropped vehicle crossing, or junction, linking to St John Row has been created to enable the parking of vehicles oU carriageway, this can be actioned either in accordance with plans which are subsequently submitted to and approved in writing by the Local Planning Authority and permissions granted under the Highways Act, or works undertaken directly with the highways authority Reason: In the interests of providing a safe means of access to the site by all modes of transport and to, minimise disruptions to the free flow of traffic having regard for Local plan policy and sections 9 and 12 of the NPPF.
6 Fully detailed drawings illustrating the design, drainage and materials of the car parking facility shall be submitted to and approved in writing by the Local Planning Authority prior to the start of construction on site. The development shall be carried out in accordance with the approved details. Reason; To ensure a satisfactory form of development and in the interests of highway safety having regard for Local Plan Policy and sections 9 and 12 of the NPPF.
7 No gate shall be fitted to open outwards over the adjacent public highway. Reason: In the interests of highway safety and to prevent inconvenience and obstruction to other highway users having regard for Local Plan Policy and sections 9 and 12 of the NPPF
8 Statement of Co-operative Working: The Local Planning Authority considers that the application as originally submitted is a satisfactory scheme and therefore no negotiations have been necessary.
9 Interference or alteration of the highway requires a licence under the 1980 Highways Act. The applicant should contact the Highway Authority (tel: 01642 774774) before any work commences on site, also allowing a minimum of 30 days for a Street Works licence.
