# Condition Details
1 The development shall not be begun later than the expiration of THREE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.

3 Prior to the commencement of construction of the dwelling hereby approved, plans showing the existing and proposed ground levels over the site together with finished floor levels and maximum building heights shall be submitted to and approved in writing by the Local Planning Authority. The development shall be completed in accordance with the approved details. REASON: To ensure a satisfactory relationship between existing and proposed buildings in accordance with policy SD4 of the Local Plan. REASON FOR PRE-COMMENCEMENT: The information is required prior to any works commencing on the new dwelling as construction activity and site preparation can change existing levels resulting in increased ground levels which the authority needs to consider.
4 Prior to the commencement of construction of the dwellinghouse hereby approved, a CEMP shall be submitted to and approved in writing by the Local Planning Authority. The approved Statement shall be adhered to throughout the construction period. The Statement shall provide the following; i) The parking of vehicles for site operatives and visitors; ii) Loading and unloading of plant and materials; iii) Storage of plant and materials used in constructing the development; iv) The erection and maintenance of security hoarding including decorative displays; v) Wheel washing facilities; vii Measures to control the emission of noise dust and vibration during the construction period. vii) A scheme for recycling/disposing of waste resulting from demolition and construction works. REASON: To protect the amenity of nearby residents and in the interests of highway safety. REASON FOR PRE-COMMENCEMENT: The information is required prior to any works for the new dwelling commencing on site as construction activity and site preparation can impact the site, neighbouring residents and highways which the authority needs to consider.
5 The development shall be undertaken in strict accordance with the submitted Arboricultural Method Statement and Tree Protection details as contained within the Aboricultural Survey, Arboricultural Impact Assessment, Arboricultural Method Statement and Tree Protection Plan, produced by Elliott Consultancy LTD received by the Local Planning Authority on 21/05/2025. The tree protection measures shall be installed prior to commencement of development and shall thereafter be retained throughout the construction period. The approved fence(s)/root protection shall be in place before any equipment, machinery or materials are brought on to the site for the purposes of the development and shall be maintained until all equipment, machinery and surplus materials have been removed from the site. Within the fenced area(s) there shall be no scaffolding, no stockpiling of any materials or soil, no machinery or other equipment parked or operated, no traffic over the root system, no changes to the soil level, no excavation of trenches, no site huts, no fires lit, no dumping of toxic chemicals and no retained trees shall be used for winching purposes. REASON: To protect the retained trees from damage during construction, including all ground works and works that may be required by other conditions.
6 Prior to any development above damp proof course details of the external materials to be used in the carrying out of this permission shall have first been submitted to, and approved in writing by the Local Planning Authority. The material details should include the external brick, render, roof tiles, rainwater gutters and pipes, fascia boards, windows and doors. The development shall be completed in accordance with the approved details. REASON: To ensure that the appearance of the development would respect the site and the surroundings in accordance with policy SD4 of the Local Plan.
7 Prior to the construction of the final surface treatment, for any hard surfaced areas, details of the materials to be used shall have first been submitted to, and approved in writing by the Local Planning Authority. The development shall be completed in accordance with the approved details. REASON: To ensure that the appearance of the development would respect the site and the surroundings in accordance with policy SD4 of the Local Plan.
8 Notwithstanding the submitted information, the Juliette balcony railings to Bedroom 2, 3 and 5 as detailed on the Proposed rear (North) Elevation Drawing (Dwg no: P-302 Rev A) and Proposed First Floor Plan (Dwg no: P-202 Rev A) received by the Local Planning Authority on the 18/11/2025 and the Proposed Second Floor Plan (Dwg no: P-203) received by the Local Planning Authority on 21/05/2025 shall be installed at the time of the full length window and doors and shall remain in perpetuity for the lifetime of the development. REASON: To ensure the amenity of the neighbouring properties in accordance with Local Plan Policy SD4.
9 Prior to installation at the site any external lighting details shall have first been the submitted to and approved in writing by the Local Planning Authority. Only the approved scheme of lighting shall be installed at the site. REASON: In the interests of amenity and to avoid unnecessary light pollution in accordance with Local Plan Policy SD4.
10 The working hours for all construction activities on this site are limited to between 08:00 and 18:00 Mondays to Friday and 08:00 to 13:00 Saturdays and not at all on a Sunday or Public Holiday. REASON: To ensure that the any activity during the construction development would not have a significant adverse impact in relation to noise and disturbance in accordance with policy SD4 of the Local Plan.
11 In the event that contamination is found at any time when carrying out the approved development that was not previously identified it must be reported in writing immediately to the Local Planning Authority. An investigation and risk assessment must be undertaken, and where remediation is necessary a remediation scheme must be prepared which is subject to the approval in writing of the Local Planning Authority. Following completion of measures identified in the approved remediation scheme a verification report must be prepared, which is subject to the approval in writing of the Local Planning Authority Following completion of the development a report must be submitted confirming that unexpected contamination was not encountered during the development REASON : To ensure that risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors
12 Statement of Co-operative Working: The Local Planning Authority considers that the application as originally submitted did not meet with the local policies and guidance. Following discussions with the applicant / agent a satisfactory scheme has been negotiated.
13 Informative Note: It must also be noted that care must be taken to move and store machinery/equipment and materials on site to mitigate any damage to retained trees including Group 2 as defined in the Arboricultural Document submitted to the Local Planning Authority on 21/05/2025. Group 2 is located at the rear of the property and has does not have an Root Protection Area highlighted as it deemed as not being within the confines of the work area. However, it appears this area has been used previously as a dumping ground and a continuation of this practice could cause lasting or severe damage to these trees due to root compaction.
14 The attention of the applicant should be drawn to the asbestos survey conclusions and ensure that the tiles and bitumen adhesive are removed by a suitably qualified contractor conversant with the safe handling and removal of asbestos containing materials.
