| 3 | The development hereby permitted shall not come into use or be occupied until the highway works detailed below for vehicular accesses to the site has been carried out in accordance with drawings which are subsequently submitted to and approved in writing by the Local Planning Authority. Those drawings should show: a) Formalised dropped vehicle crossing point on to Bolckow Street b) Formalised dropped vehicle crossing on to the junction between Walkers Row and Northgate c) Each dropped crossing arrangement will have a flat channel kerb to demarcate the threshold between highway and the private parking area; d) Each dropped crossing arrangement will have a new bull nose kerb line to run between the carriageway and footway; e) Road lining should be installed as required; And, f) The footways at the point of each dropped vehicle crossing shall be fully reformed to highway design standards, including the removal of any existing radii kerbs or tactile paving arrangements as directed; REASON: In the interests of providing a safe means of access to the site by all modes of transport and to, minimise disruptions to the free flow of traffic having regard for policies DC1 and CS5 of the Local plan and sections 9 and 12 of the NPPF. |
| 4 | No part of the development hereby approved shall be occupied until the areas shown on the approved plans ‘GHC-PHS-XX-XX-DR-A-90002 Proposed Site Plan’ and ‘GHC-PHS-XX-XX-DR-A-90004 Proposed Cycle Store’ for cycle storage have been constructed and laid out in accordance with the approved plans, and thereafter such areas shall be retained solely for such purposes. REASON: To ensure a satisfactory form of development and in the interests of highway safety having regard for Local Plan Policy and sections 9 and 12 of the NPPF. |
| 5 | The development hereby approved shall not be occupied until the areas for vehicle parking have been constructed and laid out in accordance with the approved drawing ‘GHC-PHS-XX-XX-DR-A-90002 Proposed Site Plan’, or such plans which are subsequently submitted to and approved in writing by the Local Planning Authority, those plans should create parking bays with a width of 2.8m. Such areas shall thereafter be retained in perpetuity for the sole purpose of parking vehicles. REASON: To ensure a satisfactory form of development and in the interests of highway safety having regard for Local Plan Policy and sections 9 and 12 of the NPPF. |
| 6 | Openings over the highway No gate/door/window shall be fitted to open outwards over the adjacent public highway. Reason: In the interests of highway safety and to prevent inconvenience and obstruction to other highway users having regard for Local Plan Policy and sections 9 and 12 of the NPPF. |
| 7 | Method of Works / Construction Environmental Management Plan Before the development hereby permitted is commenced, a Construction Environmental Management Plan shall be submitted to and approved in writing by the Local Planning Authority. The approved Statement shall be adhered to throughout the construction period. The Statement shall provide the following; a) Routing of construction traffic, including signage where appropriate; b) Any temporary access arrangements; c) Arrangements for site compound and contractor parking; d) Loading and unloading of plant and materials; e) Storage of plant and materials used in constructing the development; f) The erection and maintenance of security hoarding including decorative displays; g) Wheel washing facilities; Measures to prevent the egress of mud and other detritus onto the public highway; h) Methods of demolition; i) Measures to control the emission of noise dust and vibration during the construction period; j) A jointly undertaken dilapidation survey of the adjacent highway; k) Program of works; l) Details of any road/footpath closures as may be required, and m) The working hours for all construction activities on this site are limited to between 0800 and 1800 Mondays to Friday and 0800 to 1300 Saturdays and not at all on a Sunday or Public Holiday. The development must be carried out in accordance with the approved details. Reason: To ensure that the development can be carried out in a manner that will not be to the detriment of amenity of local residents, free flow of traffic or safety of highway users having regard for Local Plan policy. Informative Works to Highway - S278 The proposal will require alterations to the existing highway and as such will require an Agreement under Section 278 of the 1980 Highways Act The applicant is urged to consult early with the Highway Authority (tel: 01642 455 600) to discuss these proposals. This agreement must be completed and in place before work commences. Dilapidation Survey Applicants/Developers are reminded that great care should be taken to ensure that no damage to the surface or structure of the public highway is caused. Under the terms of the 1980 Highways Act Redcar & Cleveland Council will seek to recover any expenses incurred in repairing or making good such damage. The applicants are therefore strongly advised to carry out a joint dilapidation survey with the authority prior to and upon completion of, works on site. (01642 455 600) Deliveries to Site It should be ensured that, during construction, deliveries to the site do not obstruct the highway. If deliveries are to be made which may cause an obstruction then early discussion should be had with the Highway Authority on the timing of these deliveries and measures that may be required so as to mitigate the effect of the obstruction to the general public. Cleaning of Highway The applicant is reminded that it is the responsibility of anybody carrying out building work to ensure that mud, debris or other deleterious material is not deposited from the site onto the highway and, if it is, it shall be cleared by that person. In the case of mud being deposited on the highway wheel washing facilities should be installed at the exit of the development. |
| 8 | Prior to the commencement of the development hereby approved details of a build programme to include the necessary activities and the sequence in which they should be undertaken, along with a plan for how surface water will be managed during the construction phase shall be submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be implemented in accordance with the approved details. Reason In the interest of safe development o fthe site and to ensure that suitable drainage is provided in accordance with Policy SD4 of the Local Plan. |
| 9 | Statement of Co-operative Working: The Local Planning Authority considers that the application as originally submitted did not meet with the local policies and guidance. Following discussions with the applicant / agent a satisfactory scheme has been negotiated. |
