| 1 | The application proposes the installation of an external staircase on the eastern elevation of the now converted former Methodist Chapel Church. 1.The Local Planning Authority considers that the installation of the staircase will be detrimental to the simple and historic nature of the former chapel resulting in a development alien to the appearance and character of the building and this part of the Conservation Area within which the site is located contrary to policy HE1 of the Redcar and Cleveland Local Plan May 2108. 2. The installation of the external staircase will result in a conditions prejudicial to the residential amenity of the occupiers of the neighbouring property , Dower Chase, by reason of overlooking and cosequent loss of privacy. The development is considered to conflict with policy SD 4(b) of the Redcar and Cleveland Local Plan May 2018 |
| 2 | Statement of Co-operative Working: The Local Planning Authority considers that the application as submitted did not meet with the local policies and guidance, the Local Planning Authority consider the proposal to be unacceptable as a matter of principle and so it is unable to adopt a negotiating position in respect of the development. |
