1 The development shall not be begun later than the expiration of THREE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.

3 Prior to first occupation of the development, a Travel Plan comprising immediate, continuing and long-term measures to promote and prioritise alternatives to private vehicular use, which shall include clear objectives and modal share targets, together with a time-bound programme of implementation, monitoring, regular review and interventions (in the event of a failure to meet modal share targets) shall be submitted to and approved in writing by the Local Planning Authority. The approved Travel Plan shall be implemented, monitored and reviewed in accordance with the agreed Travel Plan measures and targets to the satisfaction of the council. REASON: In order to deliver sustainable transport objectives including a reduction in private vehicular journeys and the increased use of public transport, walking, wheeling and cycling
4 Prior to occupation of the development a Landscape and Ecological Management Plan (LEMP) shall be submitted to and approved in writing by the Local Planning Authority. The approved details shall be implemented in their entirety in accordance with the plan and retained for the lifetime of the development. REASON: To ensure the continued appropriate management and monitoring of landscape and ecological features.
5 Prior to installation of the of mechanical plant associated with the new school building, i.e. ASHPs a scheme of works for noise attenuation shall be submitted to and approved in writing by the Local Planning Authority. The development shall not be brought into end use until the approved noise attenuating scheme has been installed in accordance with manufacturer’s instructions and approved in writing by the Local Planning Authority. All equipment installed as part of the approved scheme shall thereafter be retained, operated and maintained in accordance with that approval. REASON: In the interests of the amenity of the area.
6 Within 6 months of the commencement of development details of the design and layout of the sports courts shall be submitted to and approved in writing by the Local Planning Authority [after consultation with Sport England]. The sports courts shall not be constructed other than in accordance with the approved details. REASON: To ensure the development is fit for purpose and sustainable
7 Use of the sports courts and playing field shall not commence until a community use agreement prepared in consultation with Sport England has been submitted to and approved in writing by the Local Planning Authority, and a copy of the completed approved agreement has been provided to the Local Planning Authority. The agreement shall apply to the outdoor sports facilities and include details of pricing policy, hours of use, access by non-school users, management responsibilities and a mechanism for review. The development shall not be used otherwise than in strict compliance with the approved agreement." REASON: To secure well managed safe community access to the sports facilities, to ensure sufficient benefit to the development of sport
8 The playing field and pitches shall be constructed and laid out in accordance with the drawing no. SRP1079-GHD-XX-XX-D-L-0019 revP10 and with the standards and methodologies set out in the guidance note "Natural Turf for Sport" (Sport England, 2011), and shall be made available for use within 36 months of the commencement of the development hereby permitted. REASON: To ensure the quality of pitches is satisfactory and they are available for use in a timely manner
9 The development hereby approved shall be constructed in accordance with the external materials schedule received by the Local Planning Authority on 17/10/2024. REASON: To ensure the development is completed in accordance with the approved details and would not have an adverse impact on the character and appearance of the area.
10 The development hereby approved shall be constructed in accordance with the Project Management Plan received by the Local Planning Authority on 17/10/2024. REASON: To ensure that the development can be carried out in a manner that will not be to the detriment of amenity of residents, free flow of traffic or safety of highway users having regard for policy SD4 of the Local Plan.
11 In the event that contamination is found at any time when carrying out the approved development that was not previously identified it must be reported in writing immediately to the Local Planning Authority. An investigation and risk assessment must be undertaken, and where remediation is necessary a remediation scheme must be prepared which is subject to the approval in writing of the Local Planning Authority. Following completion of measures identified in the approved remediation scheme a verification report must be prepared, which is subject to the approval in writing of the Local Planning Authority Following completion of the development a report must be submitted confirming that unexpected contamination was not encountered during the development REASON: To ensure that risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors
12 The working hours for all construction and demolition activities on this site are limited to between 08:00 and 18:00 Mondays to Fridays and 08:00 to 13:00 Saturdays and not at all on a Sunday or Public Holidays. REASON: In the interest of neighbour amenity in accordance with policy SD4 of the Local Plan.
13 Statement of Co-operative Working: The Local Planning Authority considers that the application as originally submitted did not meet with the local policies and guidance. Following discussions with the applicant / agent a satisfactory scheme has been negotiated.
