# Condition Details
1 The development shall not be begun later than the expiration of THREE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
2 The development hereby permitted shall be carried out in accordance with the following approved plans: Location Plan (RC/23/002/001) received by the Local Planning Authority on 02/10/2024 Site Plan (RC/23/002/007) received by the Local Planning Authority on 24/03/2025 Proposed floor plan and east west elevation (SH/05) received by the Local Planning Authority on 02/10/2024 Proposed east and west elevation (RC/23/002/005) received by the Local Planning Authority on 02/10/2024 Proposed north and south elevation (RC/23/002/006) received by the Local Planning Authority on 02/10/2024 Proposed street scene and north south elevation (SH/07) received by the Local Planning Authority on 02/10/2024 Wall details (RC/23/002/008) received by the Local Planning Authority on 24/03/2025 REASON: To accord with the terms of the planning application.
3 No development shall commence until a Biodiversity Monitoring Plan to ensure that there is a minimum 10% net gain in biodiversity within a 30 year period as a result of the development has been submitted to and agreed in writing by the Local Planning Authority. The Biodiversity Management Plan shall include 30 year objectives, management responsibilities, maintenance schedules and a methodology to ensure the submission of monitoring reports. Monitoring reports will be submitted to the Council during years 2,5, 7, 10, 20 and 30 from commencement of development unless otherwise stated in the Biodiversity Management Plan, demonstrating how the BNG is progressing towards achieving its objectives, evidence of arrangements and any rectifying measures needed. REASON: In the interests of ensuring measurable net gains to biodiversity and in accordance the National Planning Policy Framework.
4 Construction of the 6 dwellings hereby approved shall not be commenced until a detailed method of works statement has been submitted to and approved in writing by the Local Planning Authority. Such statement shall include at least the following details; a) Routing of construction traffic, including signage where appropriate; b) Arrangements for site compound and contractor parking; c) Measures to prevent the egress of mud and other detritus onto the public highway; d) A jointly undertaken dilapidation survey of the adjacent highway; e) Program of works; and, f) Details of any road/footpath closures as may be required. The development must be carried out in accordance with the approved details. REASON: To ensure that the development can be carried out in a manner that will not be to the detriment of amenity of local residents, free flow of traffic or safety of highway users having regard for Local Plan policy.
5 Prior to construction of the houses above ground level, full details and/or samples of all materials including bricks, roof tiles/slates, rainwater gutters and pipes, supporting pillars, fascia boards and gable timbers, windows and doors, to be used in the external elevations and for the roof, shall be submitted to and approved in writing by the local planning authority. The development shall be completed in accordance with the approved details. REASON: To safeguard the special character of the conservation area, as required by Policy HE1 of the adopted Local Plan.
6 Prior to construction of the outer leaf of brickwork, sectional and elevational drawings of the door and window openings including cills and headers, at a scale of not less than 1:50, shall be submitted to and approved in writing by the local planning authority. The development shall be completed in accordance with the approved details. REASON: To safeguard the special character of the conservation area, as required by Policy HE1 of the adopted Local Plan.
7 Prior to construction of the roof of the houses, details of the gables, gable timbers and eaves drawn at 1:50 shall be submitted to and approved in writing by the local planning authority. The development shall be completed in accordance with the approved details. REASON: To safeguard the special character of the conservation area, as required by Policy HE1 of the adopted Local Plan.
8 Prior to installation, details of the gable finials drawn at a scale of 1:20 shall be submitted to and approved in writing by the local planning authority. The development shall be completed in accordance with the approved details. REASON: To safeguard the special character of the conservation area, as required by Policy HE1 of the adopted Local Plan.
9 Prior to re-opening of the pedestrian entrance in the wall facing Coral Street, a detailed method statement shall be submitted to and approved in writing by the local planning authority. The development shall be completed in accordance with the approved details. REASON: To safeguard the special character of the conservation area, as required by Policy HE1 of the adopted Local Plan.
10 Prior to alteration of the northern boundary wall, full details and / or samples of the brick and stone to be used shall be submitted to and approved in writing by the local planning authority. The development shall be completed in accordance with the approved details. REASON: To safeguard the special character of the conservation area, as required by Policy HE1 of the adopted Local Plan.
11 Prior to alteration of the northern boundary wall, a detailed method statement outlining how the work will be carried out shall be submitted to and approved in writing by the local planning authority. 12 Prior to installation, details of the security gates shall be submitted to and approved in writing by the local planning authority. The development shall be completed in accordance with the approved details. REASON: To safeguard the special character of the conservation area, as required by Policy HE1 of the adopted Local Plan.
13 Details of the methods to be used to protect the existing trees on the site from construction work, shall be submitted to and agreed in writing by the local planning authority prior to the commencement of the approved works. Such measures as approved shall be carried out before the development commences and maintained throughout the period of construction until the completion of the development. REASON: To safeguard the special character of the conservation area, as required by Policy HE1 of the adopted Local Plan.
14 Prior to occupation of the first completed dwelling on the site a landscaping scheme shall be submitted to, and approved in writing by, the Local Planning Authority. The details shall include size, type and species and a programme of work. The development shall be completed in accordance with the approved details. REASON: To ensure that the development would respect the site and the surroundings in accordance with policy SD4 of the Local Plan.
15 All planting, seeding or turfing comprised in the approved details of landscaping shall be carried out in the first planting and seeding season following the occupation of the buildings or the completion of the development, whichever is sooner, and any trees or plants which within a period of ten years from the completion of the development die, are removed, or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species unless the Local Planning Authority gives written consent to any variation. REASON: To ensure the satisfactory implementation of the approved scheme in the interests of the visual amenities of the locality.
16 All windows shall be rebated behind the outer leaf of brickwork. REASON: To safeguard the special character of the conservation area, as required by Policy HE1 of the adopted Local Plan
17 The working hours for all construction activities on this site are limited to between 08:00 and 18:00 Mondays to Friday and 08:00 to 13:00 Saturdays and not at all on a Sunday or Public Holiday. REASON: To ensure that the any activity during the construction development would not have a significant adverse impact in relation to noise and disturbance in accordance with policy SD4 of the Local Plan.
18 During construction any disturbance of below 300mm observations shall be made by a qualified archaeologist. Any finds shall be recorded and deal with in accordance with a scheme which is to be agreed in writing with the Local Planning Authority. REASON: In the interest of archaeology and in accordance with policy HE3 of the Redcar and Cleveland Local Plan.
19 The development hereby approved shall not be occupied until the areas for vehicle parking have been constructed and laid out in accordance with the approved drawing ‘Proposed Site Plan - RC/23/002/007’, or such plans which are subsequently submitted to and approved in writing by the Local Planning Authority. Such areas shall thereafter be retained in perpetuity for the sole purpose of parking vehicles. REASON: To ensure a satisfactory form of development and in the interests of highway safety having regard for Local Plan Policy and sections 9 and 12 of the NPPF.
20 Prior to the commencement of development for the six dwellings hereby approved a programme of works for the improvements to Saltburn House shall be submitted to and agreed in writing with the Local Planning Authority. The programme of works shall including a phasing programme and a timetable of works linked to the development of the six dwellings. REASON: To ensure the repair and restoration of Saltburn House
21 The permission hereby granted should not be construed as authority to work within the public highway. Highways consent is required for the creation/alteration of a dropped vehicle crossing under Section 184 of the 1980 Highways Act. Such works will need to be carried out at the applicant’s expense by Redcar & Cleveland Borough Council or approved contractors. The applicant is advised that prior to the commencement of works on site they should contact the Highway Authority (01642 455 600).
22 Statement of Co-operative Working: The Local Planning Authority considers that the application as originally submitted did not meet with the local policies and guidance. Following discussions with the applicant / agent a satisfactory scheme has been negotiated.
