| 2 | The permission hereby granted shall be for a period of three years dating from the date of this decision and shall not enure for the benefit of the land. After this period the caravan shall be removed and the land shall be reinstated to its former condition in accordance with details to be first submitted and approved by the Local Planning Authority Reason : The application site is located outside the approved development limits identified in the Development Plan and in open countryside in which a policy of development restraint applies in respect of residential development. Planning permission would not normally be granted for this form of development but the Local Planning Authority has had regard to the personal circumstances of the applicant ,including that of his dependants, and it is considered these outweigh any conflict with planning policy and it is concluded that a temporary permission may been granted to meet persoanl needs and this will allow for a review the applicant's circumstances at the end of the period specified. |
| 3 | Occupation of the caravan shall be limited to the applicant, Mr Daniel Neilson, or his immediate family dependants and no other person shall occupy or otherwise reside within the caravan at any time during the period of the temporary permission granted. REASON; The application site is located outside the approved development limits identified in the Development Plan and in open countryside in which a policy of development restraint applies in respect of residential development. Planning permission would not normally be granted for this form of development but the Local Planning Authority has had regard to the personal circumstances of the applicant, including that of his dependants, and it is considered these outweigh any conflict with planning policy and it is concluded that a temporary permission may been granted to meet those personal needs. In addition, it is considered appropriate to limit the occupation of the caravan to reflect the personal needs of the applicants family set out in the application. |
