| 2 | Prior to the commencement of excavations in respect of the proposed bunker facility or the commencement of piling or other foundation design using penetrative methods below 2.5m, an Excavation and Piling Works Risk Assessment shall be submitted to and approved by the Local Planning Authority. The Assessment shall set out those measures to be adopted in the carrying out of those works to demonstrate and confirm that there is no unacceptable risk to groundwater. Reason; The applicant has agreed that since the Reserved Matters details now confirm the use of piling or other penetrative methods of construction and the excavation of a 12.5m deep bunker, it is appropriate in the light of planning guidance on the use of planning conditions, to approve the Reserved Matters subject to an additional condition to ensure that risk to groundwater are addressed. Reason for Pre-Commencement; The Excavation and Piling Works Risk Assessment is required to be submitted and approved prior to the commencement of excavation and piling operations to ensure that the environmental risks are fully assessed before the start of intrusive groundworks. |
| 3 | Prior to the construction of any carbon capture infrastructure (CCUS) either on site collection and dispatch facilities or connection to an external capture network, the details of the plant and equipment to be used on site to facilitate the carbon dioxide capture and export from the site shall be submitted to an agreed in writing by the Local Planning Authority. REASON: The Reserved Matters application makes provision for carbon capture use and storage infrastructure on the site but no details are yet agreed as to the precise form of that part of the development, it is appropriate in the light of planning guidance on the use of planning conditions, to approve the Reserved Matters subject to an additional condition to require the approval of the final CCUS design. Reason for Pre-Commencement; The condition is required to ensure that the final detail of the CCUS infrastructure are agreed prior to installation. |
| 4 | The applicant's attention is drawn to the response and advice of the Teeside Airport in respect of the installation of navigation lights; Obstacle lights shall be placed on the chimney stacks. These obstacle lights must be steady state red lights with a minimum intensity of 2000 candelas. Periods of illumination of obstacle lights, obstacle light locations and obstacle light photometric performance must all be in accordance with the requirements of 'CAP168 Licensing of Aerodromes, Chapter 4.75' available at CAP 168 Licensing of Aerodromes (caa.co.uk). |
| 5 | The applicant's attention is drawn to the response and advice of the MoD in respect of the submission; Whilst the MoD has no safeguarding objections to this application, the height of the stack within the development will necessitate that aeronautical charts and mapping records are amended. Defence Infrastructure Organisation (DIO) Safeguarding therefore requests that, as a condition of any planning permission granted, the developer must notify UK DVOF & Powerlines at the Defence Geographic Centre with the following information prior to development commencing: a. Precise location of development. b. Date of commencement of construction. c. Date of completion of construction. d. The height above ground level of the tallest structure. e. The maximum extension height of any construction equipment. f.
