# Condition Details
1 The application site is located outside the designated development limits. No exceptional circumstances have been sufficiently demonstrated, nor material planning considerations identified, that would justify a departure from the Local Plan. The application is contrary to policies SD3 and SD4 of the Redcar and Cleveland Local Plan.
2 The proposed dwelling by reason of its position within Upleatham Conservation Area would have a significantly detrimental impact on the setting of Upleatham Conservation Area and listed buildings within the village contrary to Local Plan Policy HE1 and HE2.
3 The proposed dwelling by reason of its proportion, form, massing, density, height, size, scale, materials and detailed design features would have a detrimental impact on the character and appearance of Upleatham Conservation Area and the setting within the sensitive landscape area contrary to Local Plan Policy HE1, SD4 j and N1.
4 Statement of Co-operative Working: The Local Planning Authority considers that the application as submitted did not meet with the local policies and guidance. The applicant / agent has been advised of the concerns and submitted a revised site plan with a revised location for the vehicular access. The revised plan overcame highway objections but no other local polices and guidance.
