Redcar already exceeds the 5% threshold set out in policy ED3 of the Local Plan. Allowing this application would further increase the proliferation of hot food takeaway uses in the centre. The proposal is therefore contrary to policy ED3 of the Redcar and Cleveland Local Plan.
