# Condition Details
The development shall not be begun later than the expiration of THREE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
The development hereby permitted shall be carried out in accordance with the following approved plans: Proposed Location/Block Plan, DRAWING No: D11913-18, REV:B, received by the Local Planning Authority on 02 November 2020, Proposed Site/Block Plan, DRAWING No: D11913-19, REV:B, received by the Local Planning Authority on 02 November 2020, Proposed Ground Floor Plan, DRAWING No: D11913-10, REV:C, received by the Local Planning Authority on 18 January 2021, Proposed First Floor Plan, DRAWING No: D11913-11, REV:D, received by the Local Planning Authority on 18 January 2021, Proposed Second Floor Plan, DRAWING No: D11913-12, REV:D, received by the Local Planning Authority on 18 January 2021, Proposed Elevations, DRAWING No: D11913-14, REV:E, received by the Local Planning Authority on 18 January 2021, Proposed Elevations, DRAWING No: D11913-13, REV:D, received by the Local Planning Authority on 16 February 2021. REASON: To accord with the terms of the planning application.
Prior to any development above damp proof course, full details and/or samples of all external materials to be used in the carrying out of this permission, including stone, cladding, timber, roof tiles/slates, rainwater gutters and pipes, windows and doors, shall have first been submitted to, and approved in writing by the Local Planning Authority. The development shall be completed in accordance with the approved details and retained and maintained as such. REASON: To ensure that the appearance of the development would respect the site, surroundings, and adjacent listed building in accordance with policies SD4 and HE2 of the Local Plan.
The glazing to be used in the entirety of the north east facing elevation of the development hereby approved, shall be of a type which minimises light spill and light pollution, and shall be agreed in writing with the Local Planning Authority prior to its installation. The development shall be completed in accordance with the approved details and retained and maintained as such. REASON: To minimise light pollution in accordance with Policy SD4(n) of the Local Plan.
Statement of Co-operative Working: The Local Planning Authority considers that the application as originally submitted did not meet with the local policies and guidance. Following discussions with the agent a satisfactory scheme has been negotiated.
The attention of the applicant should be drawn to the risk of Radon on the site. A desk study including a review of the Indicative Atlas of Radon in Great Britain indicates that the proposed development site is in a class 2 Radon affected area where there is the potential for between 1 and 3% of existing and future properties within the area to be above the action level of 200 Bqm-3. Public Health England advises that a Radon gas test should be carried out in all properties where more than 1% of homes are estimated to be above the action level (200 Bqm-3) within radon affected areas. Public Health England also suggest that where less than 1% of homes are above the action level then consideration also be given to carrying out radon gas tests and fitting radon prevention measures to new buildings. BRE 211 (2015) advises that areas with an increased radon potential can be sufficiently protected by a well-designed and fitted gas barrier membrane of 300 micron (1200 gauge) which is generally equivalent to gas characteristic situation 2 referenced in CIRIA C655.
The attention of the applicant should be drawn to the risk of asbestos on the site. As the building subject to the consent hereby granted was built pre 2000, the developer is strongly advised to carry out an intrusive pre-demolition asbestos survey in accordance with HSG264, and provide a mitigation plan to reduce risks to potential workers, future occupants of the property, neighbours and other offsite receptors. This is to ensure that risks from asbestos to potential workers, future occupants of the property, neighbours and other offsite receptors are minised and that the development of the site can be carried out safely.
