REASON: To accord with the terms of the planning application. |
Prior to any development above damp proof course details of the external materials and colours to be used in the carrying out of this permission (including samples) shall have first been submitted to, and approved in writing by the Local Planning Authority. The development shall be completed in accordance with the approved details and retained and maintained as such. REASON: To ensure that the appearance of the development would respect the site and the surroundings in accordance with policy SD4 of the Local Plan.
Development shall not commence until a detailed scheme for the disposal of foul and surface water from the development hereby approved has been submitted to and approved in writing by the Local Planning Authority in consultation with Northumbrian Water and the Lead Local Flood Authority. Thereafter the development shall take place in accordance with the approved details. REASON: To prevent the increased risk of flooding from any sources in accordance with policy SD7 of the Local Plan. REASON FOR PRE-COMMENCEMENT: The information is required prior to any works commencing on site as drainage works are often the first to take place on site and failure to obtain a satisfactory drainage scheme could result in localised flooding which would be detrimental to highways safety.
Prior to the occupation of the first completed glamping pod on the site, a landscaping scheme shall be submitted to, and approved in writing by, the Local Planning Authority. The details shall include size, type and species and a programme of work. The development shall be completed in accordance with the approved details. REASON: To ensure that the development would respect the site and the surroundings in accordance with policy SD4 of the Local Plan.
All planting, seeding or turfing comprised in the approved details of landscaping shall be carried out in the first planting and seeding season following the occupation of the buildings or the completion of the development, whichever is sooner, and any trees or plants which within a period of ten years from the completion of the development die, are removed, or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species unless the Local Planning Authority gives written consent to any variation. | 7 | Prior to the construction of the final surface treatment, for any hard surfaced areas, details of the materials to be used shall have first been submitted to, and approved in writing by the Local Planning Authority. The development shall be completed in accordance with the approved details and retained and maintained as such. REASON: To ensure that the appearance of the development would respect the site and the surroundings in accordance with policy SD4 of the Local Plan.
In the event that contamination is found at any time when carrying out the approved development that was not previously identified it must be reported in writing immediately to the Local Planning Authority. An investigation and risk assessment must be undertaken, and where remediation is necessary a remediation scheme must be prepared which is subject to the approval in writing of the Local Planning Authority. Following completion of measures identified in the approved remediation scheme a validation report must be prepared, which is subject to the approval in writing of the Local Planning Authority Following completion of the development, if no contamination was found, a report must be submitted to the Local Planning Authority, confirming that unexpected contamination was not encountered during the development. REASON: To ensure that risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors
The accommodation on the site shall be occupied for holiday purposes only and shall not be occupied as a persons sole, or main place of residence. The owners/operators shall maintain an up-to-date register of the names of all owners/occupiers of individual accommodation on the site, and of their main home addresses, and shall make this information available at all reasonable times to the Local Planning Authority. REASON: To ensure that the approved holiday accommodation is not used for unauthorised permanent residential occupation.
A desk study including a review of the BGS 2007 GIS data Layer for Radon indicates that the proposed development site is in a class 2 Radon affected area where there is the potential for between 1 and 3% of existing and future properties within the area to be above the action level of 200 Bqm-3. Public Health England advises that a Radon gas test should be carried out in all properties where more than 1% of homes are estimated to be above the action level (200 Bqm-3) within radon affected areas. Public Health England also suggest that where less than 1% of homes are above the action level then consideration also be given to carrying out radon gas tests and fitting radon prevention measures to new buildings. BRE 211 (2015) advises that areas with an increased radon potential can be sufficiently protected by a well-designed and fitted gas barrier membrane of 300 micron (1200 gauge) which is generally equivalent to gas characteristic situation 2 referenced in CIRIA C655.
Prior to construction of foundations on site, details shall be submitted to and agreed in writing by the Local Planning Authority, of proposals to provide contractors car parking and material storage within the site. The details approved shall be retained for use until completion of the development unless first agreed in writing with the Local Planning Authority. REASON: To ensure that any parking and storage is provided within the site in the interest of highways safety and in accordance with policy SD4 of the Redcar and Cleveland Local Plan.
Statement of Co-operative Working: The Local Planning Authority considers that the application as originally submitted was a satisfactory scheme and therefore minimal negotiations have been necessary.
Informative Note: At no point shall the adopted highway be blocked up with out the prior consent of the Councils Engineering team who can be contacted on 01287 612536.
Informative Note: The applicant is reminded that it is the responsibility of anybody carrying out building work to ensure mud, debris or deleterious material is not deposited from the site onto the public highway and, if it is, it shall be cleared by that person.
Informative Note: Notwithstanding any approved details made under planning provisions, should any noise, odour or other nuisance occur then action may be taken under statutory nuisance provisions.
