No exceptional circumstances have been demonstrated, nor material planning considerations identified, that would justify a departure from the Local Plan. The application site, by reason of its location, is therefore considered to be in an unsustainable location which would result in an unsustainable development contrary to policies SD1, SD2 and SD3 of the Redcar and Cleveland Local Plan.
2 Statement of Co-operative Working: The Local Planning Authority considers that the application as submitted did not meet with the local policies and guidance. The applicant / agent has been advised of the concerns however no amendments have been submitted.
