1 The application, for a mixed use of café and hostel, provides insufficient information on how the uses will be operated and managed and will introduce a café facility in an area where such uses do not exist. The proposal will therefore have a negative impact on the amenity of the area contrary to policy SD4 of the Redcar and Cleveland Local Plan (2018). Statement of co-operative working: As a result of the debate at committee Members determined that the application was not acceptable and therefore voted to refuse the application.
