| 2 | Prior to the bringing into use of the access road, and notwithstanding the details shown on the planning application, the development shall be enclosed by means of enclosure (fencing) erected in accordance with a scheme that has first been agreed in writing with the Local Planning Authority and shall thereafter be maintained. REASON: In order to confirm the means of enclosure to the site in the interests of securing a development which is sympathetic to the character of the area. |
| 3 | A landscaping scheme shall be submitted to, and approved in writing by, the Local Planning Authority prior to the commencement of development. The details shall include size, type and species of plant and indicate the proposed layout and surfacing of all open areas. A programme of work shall also be submitted and implemented in accordance with the approved details. REASON: To reserve the rights of the Local Planning Authority with regard to these matters and to secure a development which is sympathetic to its countryside location. |
| 4 | All planting, seeding or turfing comprised in the approved details of landscaping shall be carried out in the first planting and seeding season following the occupation of the buildings or the completion of the development, whichever is sooner, and any trees or plants which within a period of ten years from the completion of the development die, are removed, or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species unless the Local Planning Authority gives written consent to any variation. REASON: To ensure the satisfactory implementation of the approved scheme in the interests protecting the character and visual amenity of the area. |
| 5 | Prior to the commencement of the development hereby approved, details shall be submitted of both sections and levels of the proposed access to confirm the finished levels and profiles of the development. The development shall be completed in accordance with the approved details and maintained in that manner. REASON; In order to confirm the finished levels of the development and the impact of the development on the topography of the site in the interests of securing development sympathetic to its location and the character of the area. |
| 6 | Prior to the commencement of the development hereby approved, and notwithstanding the information set out in the application, details shall be submitted of the means of disposal of surface water from the development and the development completed in accordance with the approved details and maintained in the approved manner. REASON: In order to ensure that the development is supported by a means to secure to disposal of surface water run off. |
| 7 | The development the subject the application submitted shall be implemented, in accordance with the additional conditions listed in this permission, within 6 months of the date of this decision. REASON; It is noted from a site inspection that works have commenced on site but not in accordance with the terms of the application and without the benefit of planning permission. The development proposed on the application is considered acceptable, subject to planning conditions and the additional information required to confirm the details of the development and this condition is required to ensure that the development carried out on the site is in accordance with the terms of the planning permission. |
| 8 | The applicant is advised that, although the Council has raised no objection to the proposed access road on grounds of highway safety, the junction does fail to meet the required technical standards for such an arrangements. The safety of the access can be improved be securing a reduction to a height of 600mm the hedgerow planting to the east of the proposed junction on the adjoining field boundary. |
| 9 | Statement of Co-operative Working: The Local Planning Authority considers that the application as originally submitted is a satisfactory scheme and therefore no negotiations have been necessary. |
