The development is therefore considered to be contrary to policies CS20, DP2, DP3 and DP12 of the Local Development Framework (Core Strategy and Development Policies DPD) and policies SD4 and ED5 of the emerging Redcar and Cleveland Local Plan (Publication November 2017)
2 Statement of Co-operative Working: The Local Planning Authority considers that the application as submitted did not meet with the local policies and guidance. The applicant / agent has been advised of the concerns previously however the scheme was continued to be progressed and the application submitted.
