# Condition Details
1 The development shall not be begun later than the expiration of THREE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
2 The development hereby permitted shall be carried out in accordance with the following approved plans: Site Plan, Layout Plan Scale 1:500, Site Dimensions Plan and Caravan Layout and Dimensions Plan received by the Local Planning Authority on 28 July 2017 and the Description of Decking document received by the Local Planning Authority on 18 September 2017. REASON: To accord with the terms of the planning application.
3 Notwithstanding the details submitted details of both foul and surface water drainage shall be submitted to the Local Planning Authority for approval in writing prior to the occupation of the caravan hereby approved. The approved scheme shall be implemented in its entirety prior to the occupation of the caravan and thereafter be maintained. REASON: To ensure satisfactory drainage at this site.
4 The permission hereby granted shall be for a temporary period of three years expiring on 27 September 2020 when the caravan shall be removed and the land re-instated to its former condition, unless an application has been made for its retention based on a further grant of planning permission. REASON: The site is outside the development limits and in the open countryside as identified in the Development Plan, where a policy of development restraint applies. Development Plan policy DP1(a) provides that an exception may be made for housing essential for farming, forestry or the operation of a rural based enterprise. The Local Planning Authority accepts that the application is based on such an exception but the applicant has not yet been able to demonstrate the viability of the agricultural unit which the residential unit will serve. It is therefore appropriate, that a temporary period of three years be allowed to enable the applicant to demonstrate the development of a viable business in accordance with the submitted Business Plan and for the planning permission to be reviewed at the end of this period.
5 The perimeter hedges shall not be removed without the express permission of the Local Planning Authority in writing. REASON: In the interest of the appearance of the site.
6 The occupation of the caravan hereby approved shall be restricted to a person employed in agriculture at this agricultural holding or the dependents of such a person including a widow or widower of such a person. REASON: The site is outside the limits to development where development is restricted but where the circumstances of this proposal merit the grant of temporary planning permission.
7 Statement of Co-operative Working: The Local Planning Authority considers that the application as originally submitted did not meet with the local policies and guidance. Following discussions with the applicant / agent a satisfactory scheme has been negotiated.
