The development is situated within an open field outside the defined limits to development identified in the Local Development Framework (LDF) 2007. Policy DP1 of the LDF sets out the exceptions to policy but no evidence has been submitted demonstrating that the development complies these policy exceptions or that a departure from development plan policy is justified and, in view of this, the development does not comply with the aims and objectives of the NPPF, policy DP1 of the Local Development Framework and policy SD3 of the Redcar and Cleveland Publication Local Plan 2016. |
| 2 | Due to its isolated, visually prominent location on open flat land, the development appears as incongruous, sporadic development in open countryside.
