# Condition Details
1 The proposed development is outside the designated development limits where there is a presumption against such development unless an exceptional need is demonstrated as set out in Policy DP1. No exceptional circumstances have been submitted to support this proposal and the proposal is therefore contrary to the National Planning Policy Framework and Policy DP1 of the Redcar and Cleveland Local Development Framework 2007. The location is considered to be unsustainable for additional residential development and the proposal is contrary to policies CS1, CS2, CS6, CS15, CS19, CS20, DP2 and DP3 of the Local Development Framework.
2 STATEMENT OF COOPERATIVE WORKING: The application seeks retrospective consent for a development where the principle is not acceptable. No negotiations have therefore been necessary for the application as the concerns and issues raised can not be overcome.
