| 10 | Prior to the commencement of development a traffic management plan for the construction phase, including how deliveries to the site are to be managed, shall be submitted to and agreed in writing with the Local Planning Authority.The approved details shall be implemented in their entirety. | 11 | No development shall take place until a written scheme of investigation (WSI) for archaeological work has been submitted to and approved in writing by the local planning authority. The WSI shall as a minimum make provision for: an archaeological watching brief during the construction of foundations, or excavations for services (a) at any depth on the northern half of the site (that is north of previous evaluation trench 2), and (b) on the southern half of the site, south of but including the line of trench 2, where ground disturbance takes place at depths of more than 1 metre. A general programme of works and monitoring arrangements, including reasonable notification to the local planning authority of commencement of works; and details of staff involvement in carrying out the work, and their qualifications and responsibilities. The development shall not without the prior written approval of the local planning authority be carried out otherwise than in accordance with the approved WSI. REASON: The site is of important archaeological interest |
| 12 | Prior to the commencement of development detailed plans shall be submitted to the Local Planning Authority that clearly show existing and proposed site levels together with finished floor levels. The development shall be implemented in accordance with the approved details. REASON: In the interests of the appearance of the development and residential amenity. |
| 13 | Development shall not begin until a surface water drainage scheme for the site based on sustainable drainage principles has been submitted to and approved in writing by the local planning authority. The scheme shall subsequently be implemented in accordance with the approved details before the development is completed. The scheme shall also include details of how the system shall be maintained and managed after completion for the design life of the site. The development shall not be brought into use until the developer has confirmed in writing that the surface water drainage scheme has been installed and is operating as designed. REASON: To prevent the increased risk of flooding, to improve and protect water quality, improve habitat and amenity, and ensure future maintenance of the surface water drainage system. |
| 14 | A landscaping scheme shall be submitted to, and approved in writing by, the Local Planning Authority prior to the commencement of development. The details shall include size, type and species of plant and indicate the proposed layout and surfacing of all open areas. A programme of work shall also be submitted and implemented in accordance with the approved details. REASON: To reserve the rights of the Local Planning Authority with regard to these matters. |
| 15 | All planting, seeding or turfing comprised in the approved details of landscaping shall be carried out in the first planting and seeding season following the occupation of the buildings or the completion of the development, whichever is sooner, and any trees or plants which within a period of ten years from the completion of the development die, are removed, or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species unless the Local Planning Authority gives written consent to any variation. REASON: To ensure the satisfactory implementation of the approved scheme in the interests of the visual amenities of the locality. |
| 16 | The working hours for all construction activities on this site are limited to between 08:00 and 18:00 Mondays to Friday and 08:00 to 13:00 Saturdays and not at all on a Sunday or Public Holidays. REASON: In the interest of neighbour amenity. |
| 17 | In the event that contamination is found at any time when carrying out the approved development that was not previously identified it must be reported in writing immediately to the Local Planning Authority. An investigation and risk assessment must be undertaken, and where remediation is necessary a remediation scheme must be prepared which is submitted for the approval in writing by the Local Planning Authority. The approved scheme shall be implemented in its entirety. Following completion of measures identified in the approved remediation scheme a verification report must be prepared, which is to be submitted for the approval in writing by the Local Planning Authority REASON : To ensure that risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors. |
