| # | Condition Details |
|---|---|
The development shall not be begun later than the expiration of ONE YEAR from the date of this permission. REASON: The application site is located outside the approved development limits identified in the development plan and in open countryside. In such locations a policy of development restraint applies and the development applied for is acceptable as an exception to that policy by virtue of it being a conversion of an existing structurally sound building. However, the buildings are in a state of disrepair and whilst the grant of Listed Building Consent is considered appropriate at this time, based on the information provided in the application, the Local Planning Authority considers it appropriate to reduce the implementation period of the permission to one year so that, in the event of the permission not being implemented within that period, the development should be the subject of a further application so that the Planning Authority can review the condition of the site to ensure that the buildings remain capable of conversion without the need for substantial rebuilding and to review, if necessary, the impact of the works on the heritage asset.
The development hereby permitted shall be carried out in accordance with the following approved plans and documents: - Existing Site Location Plan, Drawing No. MH939-01, Rev D, - Proposed Site Plan, Drawing No. MH939-07, Rev E, - Proposed Ground Floor Plan, Drawing No. MH939-08, Rev B, - Proposed First Floor plan, Drawing No. MH939-09, Rev B, - Proposed Elevations, Sheet 1 of 2, Drawing No. MH939-10, Rev C, - Proposed Elevations, Sheet 2 of 2, Drawing No. MH939-11, Rev C, - Proposed Passing Place Provision, Drawing No. CBO-0357-001 Rev A, all received by the Local Planning Authority on 15 January 2016, and, - Structural Engineers Report, Reference Number 015/006/JG, dated 19th May 2016, - Existing Ground Floor Plan, Engineers Notes Added Regarding Lintols, Drawing No. MH939-03 Revision B, - Existing Roof Plan, Engineers Notes Added Regarding Trusses and Purlins, Drawing No. MH9393-12, Revision /, received by the Local Planning Authority on 20 May 2016. REASON: To accord with the terms of the planning application.
No demolition works, hereby approved, shall commence until a contract for redevelopment of the site, in accordance with planning permission R/2016/0022/RS has been signed and a copy of the contract has been lodged with and receipt acknowledged in writing by the Local Planning Authority. REASON: The demolition of the central byre is development which the Local Planning Authority considers would be harmful to the character of the heritage asset but, on balance, the benefits of the development outweigh this impact and so, in accordance with NPPF policy a consent can be granted, however, this condition is required to ensure that the demolition of the byre takes place as part of one single development operations so that the benefits of the scheme are delivered.
No development shall take place until the agent has carried out a programme of building recording in accordance with a written scheme of investigation to be submitted to and agreed in writing with the Local Planning Authority. REASON: In order that the present condition and character of the building is recorded to assist in the preservation of the history of the asset and its significance.
If during the carrying out of development, previously unknown features of historic interest are revealed, the Local Planning Authority shall be contacted immediately to allow them to inspect the site and if necessary record the features found. REASON: So that unexpected features of historic or archaeological importance are discovered.
Prior to the commencement of development a Method Statement shall be submitted and agreed in writing with the Local Planning Authority. That statment shall set out details of the following: a) Repairs and rebuilding of stonework, lintols, mortar mix and pointing technique. Once agreed, a sample panel of stonework of a minimum size of 1m x 1m shall be provided on site for approval in writing by Local Planning Authority. b) Repairs to the roof, the re-use of ridge and roof tiles and, where alternative replacement, salvaged or new tiles are to be used, a sample of tile shall be provided and approved in writing by the Local Planning Authority. c) Materials, design and method of flooring to be used for the ground floor internal floors and external hardsurfaced areas. d) Materials and method of support and flooring to the first floor of the Barn. e) Details of the materials, colour, design, and dimensions of all lintols, doors and windows and cills. f) Materials, colour and method of fixing for all fascia boards. REASON: To safeguard the historic character and appearance of the listed buildings.
The central byre shall not be demolished until details have been submitted and approved of the method by which the existence of the byre and its heritage significance has been demonstrated to be preserved on the site. The development shall be completed in accordance with those details and maintained in the approved manner and not removed, altered or replaced without the prior written approval of the Local Planning Authority. REASON: In order that the development makes provision as part of the scheme, of a method by which the historic significant of the cleared byre can be maintained on the site.
New kingpost trusses and purlins required to replace those unsuitable for re-use, as specified in Existing Roof Plan, Engineers Notes Added Regarding Trusses and Purlins, Drawing No. MH9393-12, Revision / , are to match in all respects those to be re-used. REASON: To safeguard the character of the listed buildings.
Replacement lintols as specified in Existing Ground Floor Plan, Engineers Notes Added Regarding Lintols, Drawing No. MH939-03 Revision B, shall be inspected on site and acceptablity agreed in writing with the Local Planning Authority prior to their installation. REASON: To safeguard the character of the listed buildings.
All existing cast iron rainwater gutters and pipes are to be overhauled and repaired if necessary; components that are no longer serviceable shall be renewed with matching cast iron gutters and pipes, or with a compatible alternative to be supported on rafter brackets or 'drive in' brackets, all to be agreed in writing with the local planning Authority. REASON: To safeguard the character of the listed buildings.
Proposed boundary walls and/or fences shall be constructed in accordance with a scheme that has first been agreed in writing with the Local Planning Authority and shall thereafter be maintained. REASON: To safeguard the character of the listed buildings.
The Local Planning Authority considers that the application as originally submitted did not have sufficient information to enable the Local Planning Authority to determine the application; following the receipt of this information, it is considered that a satisfactory scheme has been negotiated.
