3 The development, hereby approved, shall be completed in accordance with the details and specifications within the Construction Method Statement dated 25.11.2015 received by the Council on 17.12.2015. REASON: To accord with the terms of the planning application, in order to proection residential amenity and in the interest of highways safety.
4 Within six months of the completion of the development the existing footpath and open space to the north west of the site where the temporary access route is to be located shall be reinstated in accordance with details first submitted to and agreed in writing with the Local Planning Authority. REASON: To ensure the suitable reinstaintment of the existing public footpath and public open space.
5 Development shall not commence until a detailed scheme for the disposal of foul and surface water from the development hereby approved has been submitted to and approved in writing by the Local Planning Authority in consultation with Northumbrian Water. Thereafter the development shall take place in accordance with the approved details. REASON: To prevent the increased risk of flooding from any sources in accordance with the NPPF.
6 The working hours for all construction activities associated with the demolition and rebuild on this site are limited to between 07:30 to 18:00 Mondays to Fridays and 08:00 to 13:00 on Saturdays and not at all on a Sunday or Public Holidays. Reason: In the interest of neighbour amenity.
7 In the event that contamination is found at any time when carrying out the approved development that was not previously identified it must be reported in writing immediately to the Local Planning Authority. An investigation and risk assessment must be undertaken, and where remediation is necessary a remediation scheme must be prepared, which is subject to the approval in writing of the Local Planning Authority. Following completion of measures identified in the approved remediation scheme a verification report must be prepared, which is subject to the approval in writing of the Local Planning Authority. Reason : To ensure that risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors.
8 STATEMENT OF COOPERATIVE WORKING: The Local Planning Authority considers that the application as originally submitted is a satisfactory scheme and therefore no negotiations have been necessary.
