| 1 | The application proposal is considered an over-development of a restricted site which, when taken with the existing garage development adjacent to the site would result in additional traffic movements detrimental to the amenity of existing residents and highway safety on the local road network. In addition, the development is one which, by reason of the Council’s adopted standards, is required to be serviced by a non-adopted highway (private drive), refuse collection by the Council is based on ‘kerbside collection’ and so the refuse collection associated with the development would be required to be placed on the edge of the nearest adopted highway, which is this case would be the junction of Redcar Lane and the storage of the additional refuse bins in this location would, it is considered, result in an adverse impact on the amenity of existing residents. In view of the above the development conflicts with policy DP2 (c) (e) and DP3 (b) (c) and the Development Policies DPD 2007. |
| 2 | It was considered that the application as originally submitted did not meet with the local policies and guidance. Following discussions with the agent a satisfactory scheme had been negotiated but in making their determination on the application, and taking into account all material planning considerations, the members of the Regulatory Committee decided the application was not acceptable for the reasons set out above. |
