| 1 | The proposed gymnasium building and detached double garage, by reason of location, size, appearance and general massing introduces a form of development which appears ad-hoc, cramped and results in the overdevelopment of a restricted site out of keeping with its surroundings and, as a result, the proposal would have an adverse impact on the character and appearance of the area contrary to policies CS20, DP2 and DP3 of the Redcar and Cleveland Local Development Framework 2007. |
| 2 | Statement of Co-operative Working: The development the subject of this application has failed to address the reasons for refusal on the previous applications, one of which was also dismissed at appeal. While the application seeks consent for an alternative form of development the scale, massing and design of the proposal continues to have an adverse impact on the character and appearance of the area contrary to the adopted Development Plan. In view of this the Council has not entered into any negotiations on the development. |
