1 The proposed creation of a first floor roof terrace would increase the levels of noise and disturbance within the area bringing activity closer to existing residential properties. The increased activity would have an adverse impact on neighbour amenity contrary to policies DP2, DP3 and DP6 of the Local Development Framework.
2 Statement of Co-operative Working: The principle of the development is considered unacceptable and the proposal, in the opinion of the Local Planning Authority, cannot be amended to result in a satisfactory scheme. As a result no negotiations have been sought on the application.
