| 5 | Notwithstanding the details submitted prior to the first occupation of the new building boundary walls and fences shall have been erected in accordance with a scheme that has first been agreed in writing with the Local Planning Authority and shall thereafter be maintained. It is not considered that the development proposed will give rise to 'significant risk' to health or pollution of controlled waters. | 7 | Statement of Co-operative Working: The Local Planning Authority consider that the application as submitted did not meet with the local policies and guidance. Negotiations took place with the agent to address policy conflicts but it was requested the application be determined as submitted. Notwithstanding the opinions of planning officers, members of the Regulatory Committee considered the policy conflicts raised, but concluded, on its merits, the application as submitted was acceptable. |
