1 The proposed development comprising the demolition of a timber barn and an associated storage outbuilding and their replacement with a three bedroomed bungalow not withstanding the lack of a 5 year housing supply due to its location outside the limits to development and in a ‘low order’ village in an unsustainable location is contrary to the aims of the National Planning Policy Framework and the aims of policies CS2 and DP1 of the Redcar and Cleveland Local Development Framework.
2 STATEMENT OF CO-OPERATIVE WORKING: The Local Planning Authority consider that the application as submitted did not meet with national or local planning policies and the applicant's agent was advised of the policy concerns and has advised that he is of the opinion that it meets policy. No amendments or additional plans have been submitted to overcome the principle the policy objection.
