1 REASON FOR DECISION: The application proposes development within the meaning of the Act (s55) for which planning permission would normally be required however, on the basis of the information submitted to the Local Planning Authority and given the proposal is not development for which an Environmental Impact Assessment (EIA) is required, it is considered that that the development of the land as part of an energy from waste plant on the Wilton 11 site as identified in the application documentation accords with requirements of The Instrument of Consent (1946) and is therefore defined as permitted development not requiring a planning permission.
2 The Local Planning Authority consider that the application as originally submitted is a satisfactory scheme and therefore no negotiations have been necessary.
