| 1 | The development shall not be begun later than the expiration of THREE YEARS from the date of this permission. REASON: Required to be imposed pursuant to section 18 of the Planning (Listed Buildings and Conservation Areas) Act 1990. |
| 2 | No demolition works, hereby approved, shall commence until a contract or contacts for redevelopment of the site in accordance with a redevelopment scheme approved by the Local Planning Authority has been signed and a copy of the contract or contracts have been lodged and receipt acknowledged in writing by the Local Planning Authority. REASON: To ensure an appropriate form and timing of demolition so that the site does not remain vacant in the interests to protect the character and appearance of the conservation area. |
| 3 | No development shall take place until the applicant, or their agents or successors in title, has secured the implementation of a programme of building recording and analysis in accordance with a written scheme of investigation submitted to and approved in writing by the Local Planning Authority. On its completion the final report shall be deposited with the Local Planning Authority. REASON: The present buildings are of heritage significance and the specified record is required to mitigate the impact of the loss of the buildings by their addition to the Historic Environment Record. |
| 4 | REASON FOR DECISION: The proposed demolition is justified due to the amount of alterations and extensions that have been undertaken to the building such that it has a negative impact upon the Conservation Area and that there is little prospect of achieving satisfactory restoration of the original three villas. Demolition will be dependent upon contracts being let for an approved redevelopment scheme. The proposal therefore accords with the aims of the National Planning Policy Framework and Policies CS25 and DP9 of the Redcar and Cleveland Local Development Framework. |
| 5 | The Local Planning Authority consider that the application as originally submitted did not meet with the local policies and guidance. Following discussions with the applicant / agent a satisfactory scheme has been negotiated. . |
