Prior to the commencement of development, details shall be submitted to and agreed in writing by the Local Planning Authority, of proposals to provide contractors car parking and material storage within the site. The details approved shall be retained for use until completion of the development unless first agreed in writing with the Local Planning Authority. REASON: In the interest of highway safety.

The Local Planning Authority consider that the application as originally submitted did not meet with the local policies and guidance. Following discussions with the applicant / agent a satisfactory scheme has been negotiated. .
Whilst the information submitted with the application indicated a low risk of impact to protected species the applicant is reminded it is the developer's responsibility to ensure that the implementation of the permission will not impact on any species protected by the Wildlife and Countryside Act (including nesting birds and bats) and this should be dealt with by way of a checking survey by a suitably qualified person immediately prior the commencement of the works.
Informative Note: The application site is on or close to land that has been identified as having a history of potential contamination. It is not considered that the development proposed will give rise to 'significant risk' to health or be affected by ground contamination issues but the developer should, by way of appropriate ground investigation survey or other measures, satisfy themselves as to the extent of any contamination on the site.
NOTE: The following development plan policies were relevant to this decision:- Local Development Framework Policy CS20, CS25, DP1, DP2 and DP3.
