1 The creation of a new dwelling has not been justified as being required for agriculture, forestry or other purpose requiring a rural location. As no exceptional circumstances have been advanced to justify a new dwelling outside the limits to development it is considered that the proposal is contrary to the aims of Policies DP1 and DP2 of the Redcar and Cleveland LDF
2 The Local Planning Authority consider that the application as submitted did not meet with the local policies and guidance. The agent has been advised of the concerns and that exceptional circumstances need to demonstrated however the additional information received has not justified the development.
