| 23 | REASON FOR DECISION: The application is made under the current arrangements for the granting for extensions of time for planning permission which are due to lapse. In determining the application the main planning issue is whether there has been any material change in planning circumstances that indicate a further permission (extension of time) should not be granted. The permission the subject of this application was granted as a departure from policy on 12th October 2009. The Council has considered the current application de novo, in the light of policy in the Development Plan and policy set out in the now published National Planning Policy Framework (NPPF) The Council considers, that whilst there have been some policy changes at national level, the material planning considerations that supported a departure from policy on the first application remain valid and there are no reasons why an extension of time should not be granted. |
| 24 | NOTE: The following development plan policies were relevant to this decision:- Local Development Framework Policy CS1, CS2, CS3, CS8, CS13, CS14, CS15, CS17, CS20, CS23, CS24, CS26, DP1, DP2, DP3, DP4 and DP5; Design of Residential Areas SPD; Affordable Housing SPD; Greater Eston Design Code SPD. |
| 25 | Statement of Co-operative Working: The Local Planning Authority consider that the application as originally submitted is a satisfactory scheme and therefore no negotiations have been necessary. |
