REASON: To ensure the use of satisfactory materials. |
Prior to the first occupation of the development the boundary fences as shown on the approved plans shall have been erected and shall thereafter be maintained. REASON: In the interests of visual and residential amenity.
Notwithstanding condition 2 above details of materials to be used for all hard surfaces (the use of porous materials is recommended) shall be submitted to, and approved in writing by the Local Planning Authority, prior to the setting out of the parking area and the development shall not be carried out except in accordance with the approved details. REASON: To ensure the use of satisfactory materials.
Details of a surface water regulation system shall be submitted to the Local Planning Authority for approval in writing prior to the commencement of development. The approved scheme shall be implemented in its entirety prior to the first occupation of the development. The design will include the return period the system has been designed for, rate of discharge, point of discharge from development site to system, point of discharge of system and any effects this may have downstream. REASON: To ensure the satisfactory treatment of surface water.
Reporting of Unexpected Contamination In the event that contamination is found at any time when carrying out the approved development that was not previously identified it must be reported in writing immediately to the Local Planning Authority. An investigation and risk assessment must be undertaken and where remediation is necessary a remediation scheme must be prepared and submitted for approval in writing of the Local Planning Authority. Following completion of measures identified in the approved remediation scheme a verification report must be prepared and submitted for approval in writing by the Local Planning Authority. REASON : To ensure that risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors
Prior to the commencement of development replacement parking for the wider site shall have been provided in accordance with a scheme that has first been submitted to the Local Planning Authority for approval in writing. the approved scheme shall be implemented in its entirety and thereafter be maintained. REASON: To ensure replacement parking provision for the two spaces to be lost as a result of this approval.
The use hereby permitted shall not commence until details of the arrangements for the storage of refuse for both this dwelling and replacement facilites for the wider site have been submitted to, and approved in writing by, the Local Planning Authority. The development shall be not be carried out other than in accordance with any approval given and shall be completed prior to any part of the development hereby approved being brought into use. The use of the refuse storage area agreed shall thereafter be retained at all times. REASON: To safeguard the amenity of the area.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order, 1995, (or any Order revoking or re-enacting that Order) no enlargement of the dwelling(s) the subject of this permission shall be carried out without the express consent of the Local Planning Authority. REASON: To safeguard the character and appearance of the development.
Notwithstanding the provisions of the Town and Country Planning General Development Order, 1995 (or any Order revoking or re-enacting that Order), no detached buildings shall be erected within the curtilage of the dwelling(s) the subject of this permission, without the express consent of the Local Planning Authority. REASON: To safeguard the character and appearance of the development.
There shall be no domestic paraphernalia such as washing lines, barbeques, trampolines etc. installed within the curtilage at this site. REASON: In the interest of the appearance of the devlopment.
The applicant should make arrangements to contact the Council’s Naming & Numbering Officer, Helen Oakes on 01287 612536, to make arrangements for the correct postal address for the development prior to commencement of any works.
Informative Note: The applicant is reminded that it is the responsibility of anybody carrying out building work to ensure mud, debris or deleterious material is not deposited from the site onto the public highway and, if it is, it shall be cleared by that person.
The site already has a water discharge permit, ref. no. NPSWQD008497, which has a daily discharge limit of 1.6m3. This equates to approximately 9 people, based on the daily flow per person for residential property as 180 litres, as laid down in the British Water Code of Practice, Flows and Loads 3. The applicant needs to ensure that the daily volume in the permit is sufficient to meet the needs of the development (maximum potential occupancy). If the discharge has the potential to exceed 1.6m3, then the applicant will need to apply for the permit to be varied.
Informative Note: Notwithstanding any approved details made under planning provisions, should any noise, odour or other nuisance occur then action may be taken under statutory nuisance provisions.
REASON FOR DECISION: Taking into account the location and relationship of the site with neighbouring development it is considered that the conversion to residential use outside the limits to development can be justified in this case and that the proposed development would not cause significant harm to the amenities of existing residents or adversely affect the character and appearance of the area. The development is unlikely to create conditions prejudicial to crime prevention, ecology or highway safety. The proposal therefore meets the aims of the Council's adopted Development Plan.
NOTE: The following development plan policies were relevant to this decision:- Local Development Framework Policy CS1, CS2, CS6, CS13, CS14, CS15, CS17, CS19, CS20, CS22, DP1, DP2, DP3, DP7, DP14 and Residential Extensions and Alterations Supplementary Planning Document.
