1 The development proposed, namely 1dwelling falls within the description of paragraph 10(b) of Schedule 2 to the 2011 Regulations and exceeds the threshold in column 2 of the table in that Schedule, but in the opinion of the Local Planning Authority, having taken into account the criteria in Schedule 3 to the 2011 Regulations, would not be likely to have a significant effect on the environment by virtue of factors such as nature conservation, size or location.
2 The proposed development would be outside the limits to development and where no exceptional justification has been advanced to suggest exceptional circumstances exist. The development would be contrary to Policies CS1 and DP1 of the Redcar and Cleveland Local Development Framework
