The development shall not be begun later than the expiration of THREE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
The development hereby permitted shall be carried out in accordance with the plans received by the Local Planning Authority on 21 June 2012 and 28 June 2012. REASON: To accord with the terms of the planning application.
Full details of the siting and installation of the air source heat pump shall be submitted to the Local Planning Authority for approval in writing prior to its installation on site. The approved details shall be implemented in their entirety. REASON: This information has not been submitted to the Local Planning Authority and the details are required so the Local Planning Authority can further assess the impact of the equipment.
No development shall take place until the applicant, or their agents or successors in title, has secured the implementation of a watching brief to be undertaken by an archaeologist approved by the Local Planning Authority so that the excavation is observed and items of interest and finds are recorded. The watching brief shall be in accordance with a written programme and specification, which has first been submitted to and approved in writing by the Local Planning Authority. Once undertaken the report of the findings shall be submitted to the Local Planning Authority. Reason:To ensure that features of archaeological interest are properly examined and recorded.
Notwithstanding the submitted documents details of the external materials including rainwater goods, mortar mix and windows to be used in the carrying out of this permission (including samples) shall be submitted to, and approved in writing by the Local Planning Authority, prior to the commencement of development and the development shall not be carried out except in accordance with the approved details. REASON: To ensure the use of satisfactory materials.
REASON FOR DECISION: It is considered that the proposed development will not cause significant harm to the amenities of local residents or adversely affect the character and appearance of the area. The application does not raise any issues in respect of crime prevention or highway safety. The proposal accords with the Council's adopted Development Plan.
REASON FOR DECISION: The proposed development due to its use and design would preserve the special character and setting of this Listed Building and would not compromise the character or appearance of the Conservation Area. The proposal therefore complies with Policies CS25, DP9 and DP10 of the Council’s Development Plan.
NOTE: The following development plan policies were relevant to this decision:- Local Development Framework Policy CS1, CS2, CS6, CS20, CS25, DP1, DP2, DP3, DP7, DP9, DP10 and DP14.
Informative Note: The applicant is reminded that it is the responsibility of anybody carrying out building work to ensure mud, debris or deleterious material is not deposited from the site onto the public highway and, if it is, it shall be cleared by that person.
Informative Note: At no point should the adopted highway be blocked up with out the prior consent of the Councils Highways Maintenance section.
Informative Note: The application site is on/close to land that has been identified as having a history of potential contamination. It is not considered that the development proposed will give rise to 'significant risk' to health or pollution of controlled waters. It is recommended, however, that the attention of the applicant be drawn to the risk of contaminants in, on or under the site.
Bats and their roosts are protected under the Wildlife and Countryside Act 1981 (as amended), and the Conservation of Habitats and Species Regulations 2010. It is an offence to deliberately capture, kill or disturb bats or to recklessly damage or destroy their breeding sites or resting places. The applicant should remind the building contractors to be vigilant for bats during the building work. If at any time bats are found or suspected then, as a legal requirement, work must cease in that area and further advice must be sought from Natural England.
