|---|---|
The development shall not be begun later than the expiration of THREE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
The development hereby permitted shall be carried out in accordance with the following approved plans: '12.045.PP02. B Proposed Plans and Elevations' received by the Local Planning Authority on 6th August, 2012. REASON: To accord with the terms of the planning application.
Details of the external materials to be used in the carrying out of this permission shall be submitted to, and approved in writing by the Local Planning Authority, prior to the commencement of development and the development shall not be carried out except in accordance with the approved details. The reuse of any materials from the existing building is highly advised. REASON: To ensure the use of satisfactory materials.
The working hours for all construction activities on this site are limited to between 08:00 and 18:00 Mondays to Friday and 08:00 to 13:00 Saturdays and not at all on a Sunday or Bank Holidays. REASON: In the interest of neighbour amenity.
A minimum of two car parking spaces shall be provided within the curtilage of each dwelling prior to first occupation and thereafter retained for parking purposes. Details of the surface treatments to be used shall be submitted to and agreed in writing with the Local Planning Authority prior to construction of the parking spaces. REASON: To ensure that there is adequate on-site car parking to serve the development.
Details of foul and surface water drainage shall be submitted and approved by the Local Planning Authority before development commences and implemented before the dwelling is brought into use. It is recommended that consultation with both the Environment Agency and Northumbrian Water Ltd is carried out to confirm connection points and discharge rates and copies of approvals should be submitted. REASON To ensure there is sufficient drainage to serve the development.
The development shall only be carried out in accordance with the approved Flood Risk Assessment (FRA) submitted with the application and the following mitigation measures detailed within the FRA: 1. Finished floor levels are set at 150mm above existing floor levels. 2. Flood proofing measures as identified within the FRA are included within the finished design. The mitigation measures shall be fully implemented prior to occupation and subsequently in accordance with the timing/phasing arrangements embodied within the scheme, or within any other period as may subsequently be agreed, in writing, by the Local Planning Authority. REASON To reduce the risk of flooding to the proposed development and future occupants.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order, 1995, (or any Order revoking or re-enacting that Order) no enlargement of the dwelling(s) the subject of this permission shall be carried out without the express consent of the Local Planning Authority. REASON: To safeguard the character and appearance of the development.
Notwithstanding the provisions of the Town and Country Planning General Development Order, 1995 (or any Order revoking or re-enacting that Order), no fences, gates, walls of any other means of enclosure shall be erected within the curtilage of any dwellinghouse, without the prior written consent of the Local Planning Authority. REASON: To safeguard the character and appearance of the development.
Notwithstanding the provisions of the Town and Country Planning General Development Order, 1995 (or any Order revoking or re-enacting that Order), no detached buildings shall be erected within the curtilage of the dwelling(s) the subject of this permission, without the express consent of the Local Planning Authority. REASON: To safeguard the character and appearance of the development.
REASON FOR DECISION: The site is within the limits to development as set out in the Council’s Development Plan. The layout and design are acceptable and accords with the supplementary planning guidance. The development respects the amenity and character of the Conservation Area. The application does not raise any issues in respect of crime prevention or highway safety. The proposal therefore accords with the Council’s adopted Development Plan.
Informative Note: At no point should the adopted highway be blocked up with out the prior consent of the Councils Highways Maintenance section.
Informative Note: The application site is on/close to land that has been identified as having a history of potential contamination. It is not considered that the development proposed will give rise to 'significant risk' to health or pollution of controlled waters. It is recommended, however, that the attention of the applicant be drawn to the risk of contaminants in, on or under the site.
Informative Note: The applicant is reminded that it is the responsibility of anybody carrying out building work to ensure mud, debris or deleterious material is not deposited from the site onto the public highway and, if it is, it shall be cleared by that person.
NOTE: The following development plan policies were relevant to this decision:- Local Development Framework Policy CS20, CS25, DP2, DP3 and DP9.
