The development shall not be begun later than the expiration of one year from the date of this permission. REASON: Required to be imposed pursuant to Section 18 of the Planning (Listed Building and Conservation Area) Act 1990. The time period for the implementation of the permission hereby granted is reduced to 1 year for the following reasons. The development is permitted as enabling development to support the restoration and conversion of a grade II listed building, a heritage asset. The heritage asset, whilst presently capable of beneficial conversion, is in a declining state of repair and the Local Planning Authority considers it appropriate to reduce the time period for the implementation of the permission and the associated listed building consent to secure the objective of the restoration of the listed building at the earliest opportunity and, if the permission(s) are not implemented, to provide an opportunity to review the permission to ensure that the case for the enabling development remains valid.
Details of the both internal and external materials to be used in the carrying out of this permission (including windows, other openings, joinery and rainwater goods together with the salvaging and re-use of existing materials) shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development and the development shall not be carried out except in accordance with the approved details. REASON: To ensure the use of satisfactory materials and in the interests of protecting the special character of a heritage asset.
Details of materials to be used for all hard surfaces shall be submitted to the Local Planning Authority prior to the commencement of the development and the development shall not be carried out except in accordance with the approved details. REASON: To ensure the use of satisfactory materials and in the interests of protecting the special character of a heritage asset.
No development shall take place until a detailed Method Statement for the restoration of the barn has been submitted to the Local Planning Authority for approval in writing. The repair and restoration to a single dwelling shall be implemented in accordance with the approved details. REASON: In the interests of the protection of the heritage asset and for the avoidance of doubt.
Notwithstanding the provisions of the Town and Country Planning General Development Order, 1995 (or any Order revoking or re-enacting that Order), no fences, gates, walls of any other means of enclosure shall be erected within the curtilage of any dwellinghouse, without the prior written consent of the Local Planning Authority. REASON: To safeguard the character and appearance of the development and in the interests of protecting the special character and setting of a heritage asset.
. Notwithstanding the provisions of the Town and Country Planning General Development Order, 1995 (or any Order revoking or re-enacting that Order), no detached buildings or any other structures shall be erected within the curtilage of the converted dwelling the subject of this consent without the express consent of the Local Planning Authority. REASON: To safeguard the character and appearance of the development and in the interests of protecting the special character and setting of a heritage asset.
REASON FOR DECISION: The proposed development will restore this Grade II listed building and ensure it is converted to a viable use and, as such, the proposal would enhance the special character of the heritage asset and preserve its setting. The proposal therefore complies with the aims of the National Planning Policy Framework and would be consistent with the aims of Policies CS25 and DP10 of the Redcar and Cleveland Local Development Framework 2007
The Local Planning Authority consider that the application as originally submitted did not meet with the local policies and guidance. Following discussions with the applicant / agent a satisfactory scheme has been negotiated. .
NOTE: The following development plan policies were relevant to this decision:- Local Development Framework Policy CS25 and DP10.
