| 3 | Notwithstanding the details shown prior to the first occupation of the development boundary walls and fences shall have been erected in accordance with a scheme that has first been agreed in writing with the Local Planning Authority and shall thereafter be maintained. | 14 | Prior to the commencement of the conversion and extensions to the outbuildings hereby approved, including any demolition or internal or external structural alterations to the existing buildings, a detailed method statement shall be submitted to the Local Planning Authority for approval in writing. Those details shall include the method of dismantling the roof, it’s reinstatement, the salvaging and storage of materials to be re-used and details of underpinning. The approved details shall be implemented in their entirety. REASON: In the interests of the appearance of the development and to preserve the appearance and character of the Conservation area. |
| 15 | Notwithstanding the details submitted car parking layout shall be submitted to the Local Planning Authority for approval in writing. Those details shall include the method of delineation for each space. The approved scheme shall be implemented prior to the occupation of any part of the development hereby approved. REASON; To ensure satisfactory parking arrangements at this site. |
| 16 | Reporting of Unexpected Contamination In the event that contamination is found at any time when carrying out the approved development that was not previously identified it must be reported in writing immediately to the Local Planning Authority. An investigation and risk assessment must be undertaken and where remediation is necessary a remediation scheme must be prepared and submitted to the Local Planning Authority for approval in writing. the approved measures shall be implemented in their entirety Following completion of measures identified in the approved remediation scheme a verification report must be prepared and submitted to the Local Planning Authority for approval in writing. REASON : To ensure that risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors. |
| 17 | Prior to the commencement of development there shall have been completed an implementation of a phased programme of archaeological work in accordance with a written scheme that has first been submitted and approved in writing by the Local Planning Authority. REASON: The site is of archaeological interest. |
| 18 | REASON FOR DECISION: The proposed development due to its design, scale and location will preserve the character and appearance of the Conservation Area and would not compromise the setting of the listed church and mausoleum to the south or archaeological importance of the area. The proposal complies with Policies CS25, DP9, DP10 and DP11 of the Redcar and Cleveland Local Development Framework. |
| 19 | REASON FOR DECISION: The development due to its design, scale and location will not cause significant harm to the amenities of local residents or adversely affect the character and appearance of the area. The application does not raise any issues in respect of ecology, crime prevention, contamination or highway safety. The proposal therefore accords with the aims of Policies CS20, DP2 and DP3 of the Redcar and Cleveland Local Development Framework.. |

| 22 | The applicant is advised to liaise with the adjoining landowner regarding the trimming of the trees at the southern boundary of the application site with a view to submitting a formal notification of the proposed works to trees in a conservation area. |
| 23 | Bats and their roosts are protected under the Wildlife and Countryside Act 1981 (as amended), and the Conservation of Habitats and Species Regulations 2010. It is an offence to deliberately capture, kill or disturb bats or to recklessly damage or destroy their breeding sites or resting places. The applicant should remind the building contractors to be vigilant for bats during the building work. If at any time bats are found or suspected then, as a legal requirement, work must cease in that area and further advice must be sought from Natural England. |
