1 The proposed demolition of the building cannot be exceptionally justified on the evidence submitted with the application and the proposal for the replacement dwelling is of insufficient merit to justify demolition and the loss of the heritage asset. It is considered that the proposal is contrary to the aims of Policies CS25 and DP9 of the Redcar and Cleveland Local Development Framework
