Works to implement the planning permission for the detached garage, hereby approved, shall be begun only as part of the lawful implementation of planning permission ref: R/2011/0481/FF dated 7th September, 2011 for the conversion of the existing chapel to a dwellinghouse, or, if later than the commencement of works for the conversion refered to not later than three years from the date of this permission. Under no circumstances shall the permission for the garage be implemented other than as part of the works to convert the chapel to a dwelling. REASON: The site is located in open countryside outside the approved development limits; the erection of the detached garage is acceptable only as part of the approved scheme for the conversion of the chapel in other circumstances as an isolated building in the countryside the garage building would not be acceptable.
The development hereby permitted shall be carried out in accordance with the following approved plans: 'D9998-01 REV: C' and 'D9998-10 REV: B' received by the Local Planning Authority on 3rd November, 2011. REASON: For the avoidance of doubt.
INFORMATIVE NOTE: The applicant should be aware that the site is a former Methodist Chapel and as such there is a possibility that human burial may have taken place in the immediate vicinity. The applicant may wish to carry out additional historical research to investigate this issue. Should human remains be found during development it would be an offence to remove them without appropriate licence. Further information can be obtained from Tees Archaeology: Tees Archaeology, Sir William Gray House, Clarence Road, Hartlepool, TS24 8BT. Tel: 01429 523458.
Informative Note: At no point should the adopted highway be blocked up with out the prior consent of the Councils Highways Maintenance section.
Informative Note: The applicant is reminded that it is the responsibility of anybody carrying out building work to ensure mud, debris or deleterious material is not deposited from the site onto the public highway and, if it is, it shall be cleared by that person.
REASON FOR DECISION: The erection of the garage in this location is approved due to its association with the conversion of the adjacent chapel and only in that capacity. The proposal is outside the development limits and would not be acceptable as a stand alone development, only in conjection with the proposed dwelling. It is considered that the proposed development will not cause significant harm to the amenities of local residents or adversely affect the character and appearance of the area. The application does not raise any issues in respect of crime prevention or highway safety. The proposal accords with the Council's adopted Development Plan.
