| 1 | (1) The development shall be begun not later than the expiration of THREE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990. |
| 2 | REASON FOR DECISION: The application proposes a change of use from employment use to a use as an indoor children’s play facility. Whilst allocated for employment purposes in the development plan the Committee noted the site was located in the South Bank area, an area of the Borough were regeneration activity is seeking to improve the local environment, housing and local services. The Committee considered the proposed development consistent with such regeneration activity and that it could make a positive contribution to services in the South Bank area. Members also acknowledged the space requirements of the equipment and the limited number of premises within which the equipment could be installed. Whilst the development would result in the loss of a unit from employment related uses within Class B1, B2 and B8 the loss of the employment floorspace is considered marginal and will not unacceptably prejudice the Councils development and employment strategy. The site is served by pubic transport offering sustainable transport choices. |
| 3 | (2) The use of the premises shall be restricted to that of an indoor children’s play facility and ancillary uses connected with that use, the premises shall not be used for any other purpose, other than for employment uses in Class B1, B2 and B8 and for no purposes in Class D2 (Assembly and Leisure) of the Use Classes Order without the prior approval of the Local Planning Authority to whom, an application must be made. REASON: To enable the Local Planning Authority to retain control of the use of the premises for other uses within Class D2 which may not be acceptable in this location. |
