1 It considered that due to the siting, design and location the development is acceptable and that development can be satisfactorily accommodated at this location without detriment to the character or appearance of the area, residential amenity, highway safety, crime prevention and health. It is considered therefore that the development meets the aims of both National Planning Policy as expressed in Planning Policy Statement 1 and Planning Policy Guidance 8 and Policies CS1, CS2, CS3, CS20, DP1, DP2 and DP3 of the Redcar and Cleveland Local Development Framework.
2 Informatives The mast and ancillary equipment cabinets shall be coloured RAL 6005 – Green Any installations of plant, machinery or extract ventilation (including any fans) should be checked fro potential levels of noise. Any noise emitted from the new units should not contribute more than 3 dB (A) to existing background noise levels when measured at a distance of I metre from the façade of any adjacent dwelling and when calculated as a Leq (A) of 10 minutes. The applicant is reminded that it is the responsibility of anybody carrying out building work to ensure mud, debris or deleterious material is not deposited from the site onto the public highway and, if it is, it shall be cleared by that person. At no point should the adopted highway be blocked up with out the prior consent of the Councils Highways Maintenance section.
