The approved details shall be implemented in their entirety. REASON: For the avoidance of doubt and in the interests of highway safety.
(3) The building shall be used for Class B1 offices only of the Town and Country Planning (Use Classes) Order 1987 (as amended) or equivalent in any revised Order unless otherwise first agreed in writing. REASON: To meet the aims of employment policies.
(4) Details of the external materials to be used in the carrying out of this permission (including samples) shall be submitted to, and approved in writing by the Local Planning Authority, prior to the commencement of development and the development shall not be carried out except in accordance with the approved details. REASON: To ensure the use of satisfactory materials.
(5) A landscaping scheme shall be submitted to, and approved in writing by, the Local Planning Authority prior to the commencement of development. The details shall include size, type and species of plant and indicate the proposed layout and surfacing of all open areas. A programme of work should also be submitted and implemented in accordance with the approved details. REASON: To reserve the rights of the Local Planning Authority with regard to these matters.
(6) All planting, seeding or turfing comprised in the approved details of landscaping shall be carried out in the first planting and seeding season following the occupation of the buildings or the completion of the development, whichever is sooner, and any trees or plants which within a period of ten years from the completion of the development die, are removed, or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species unless the Local Planning Authority gives written consent to any variation. REASON: To ensure the satisfactory implementation of the approved scheme in the interests of the visual amenities of the locality.
(7) Details of materials to be used for all hard surfaces (porous materials are recommended) shall be submitted to, and approved in writing by the Local Planning Authority, prior to the commencement of the development and the development shall not be carried out except in accordance with the approved details. REASON: In the interests of visual and residential amenity.
(9) Prior to the commencement of development the following components of a scheme to deal with the risks associated with contamination of the site shall each be submitted to and approved in writing by the Local Planning Authority: 1. A preliminary risk assessment which has identified all previous uses, potential contaminants associated with those uses, a conceptual model of the site indicating sources, pathways and receptors, potentially unacceptable risks arising from contamination at the site. 2. A site investigation scheme based on 1. to provide information for a detailed assessment of the risk to all receptors that may be affected, including those off site. 3. The site investigation results and the detailed risk assessment 2. and, based on these, an options appraisal and remediation strategy giving full details of the remediation measures required and how they are to be undertaken. 4. A verification plan providing details of the data that will be collected in order to demonstrate that the works set out in 3. are complete and identifying any requirement for longer-term monitoring of pollutant linkages, maintenance and arrangements for contingency action. Any changes to these components require the prior writing consent of the Local Planning Authority. REASON: To prevent pollution to controlled waters.
(10) Prior to the occupation of the development hereby approved a verification report that demonstrates the completion of works as required by Condition XX above shall be submitted to the Local Planning Authority for approval in writing. REASON: The report will enable the developer to demonstrate that the site does not pose an unacceptable risk to controlled waters.
(11) No infiltration of surface water drainage into the ground is permitted other than with the express written consent of the Local Planning Authority, which may be given for those parts of the site where it has been demonstrated that there is no resultant unacceptable risk to controlled waters. The development shall be carried out in accordance with the approved details. REASON: Infiltration of water into the remediated soil mass may mobilise contaminants.
(12) In the event that contamination is found at any time when carrying out the approved development that was not previously identified then no further devlopment shall be carried out unless than otherwise agreed in writing with the Local Planning Authority until an investigation and risk assessment has been undertaken and where remediation is necessary a remediation scheme must be prepared which is subject to the approval in writing of the Local Planning Authority. Following completion of measures identified in the approved remediation scheme a verification report must be prepared, which is subject to the approval in writing of the Local Planning Authority. REASON: To ensure that risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors.
(13) Prior to the commencement of development a scheme to decommission the well within the application site shall have been submitted to the Local Planning Authority for approval in writing. The approved scheme shall be implemented in its entirety unless otherwise first agreed in writing with the Local Planning Authority. REASON: The well currently creates a pathway between the remediated soil mass and the underlying secondary aquifer.

(18) Prior to the commencement of development a scheme for preventing the deposition of mud/debris on the highway shall be submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented in its entirety and adhered to for the lifetime of the construction period. REASON: In the interests of highway safety.
(19) Prior to the commencement of development details of vapour protection measures shall be submitted to the Local Planning Authority for approval in writing.
