INFORMATIVE: Prior to commencement of any development works on the site a joint inspection of the highway infrastructure surrounding the site (2) will be required to be undertaken with the developer, their contractor and the Highway Authority.
INFORMATIVE: The developer is advised that the Site Investigation Report of June 2010 indicates that the site is in area potentially containing unexploded ordnance and may wish to fully mitigate against the risk by employing a suitable company to sweep the area for any unexploded ordnance.
INFORMATIVE: The developer is to contact the Council’s Naming & Numbering Officer, Sandra Beaty on 01287 612538, to make arrangements for the correct postal address for the development prior to commencement of any works.
INFORMATIVE: With regard to the current on-street parking restrictions along Majuba Road and the implementation of the short stay drop of zone, the developer should be advised that the existing Traffic Regulation Orders will require amending to reflect the new highway layout, again early contact with the Highway Authority is recommended.
INFORMATIVE: The developer is reminded that it is the responsibility of anybody carrying out building work to ensure mud, debris or deleterious material is not deposited from the site onto the public highway and, if it is, it shall be cleared by that person.
INFORMATIVE: The developer is advised to discuss with Environmental Protection the details of any piling at this site.
NOTE: The following development plan policies were relevant to this decision:- Local Development Framework Policy - CS1, CS2, CS5, CS18, CS20, CS24, DP1, DP2, DP3, DP5, DP6, DP7 and DP11.
REASON FOR DECISION: It is considered that due to the design, size and location of the development it can be accommodated without prejudicing the character or appearance of the area. As the application site is some distance from residential properties the day to day operations at this site are unlikely to create conditions prejudicial to residential amenity. This proposal would not be likely to cause damage or disturbance to South Gare and Coatham Sands SSSI again subject to the proposed mitigation measures being implemented in full. From the information provided Natural England are satisfied that there is a negligible risk of bats or other protected species being affected by the proposal. The development due to the proposed use and the availbility of parking would be unlikely to create conditions prejudicial to highway safety. The building is overlooked, albeit distantly by residential properties and by the Bowl and Leisure Centre. This together with the addition of CCTV will protect the building as far as is possible from criminal activities. From the information supplied it is considered that any possible contamination can be satisfactorily dealt with. The proposal therefore accords with the aims of Policies CS1, CS2, CS5,CS18, CS20, CS24, DP1, DP2 , DP3, DP5, DP5,DP6, DP7 and DP11 of the Redcar and Cleveland Local Development Framework.
