| 49 | NOTE: The following development plan policies were relevant to this decision:- Local Development Framework Policy CS1, CS2, CS3, CS18, CS19, CS20, CS22, CS24, DP1, DP2, DP3, DP4, DP5, DP6, DP7 and DP11. |
| 50 | REASON FOR DECISION: The proposed development broadly accords with the adopted Development Plan which seeks to create a new district centre on the site of Low Grange, Normanby Road. The proposed foodstore will act as an anchor for the new district centre and the scale of the proposed development is considered appropriate to enable it to function as a district centre. The scale, design and layout of the scheme is considered acceptable and will not cause harm to the amenities of local residents. The proposed development will have its own separate access on to the Trunk Road but it is not considered that this will prejudice the wider development at Low Grange. The proposed development will generate additional traffic which will necessitate off-site junction improvements. Subject to the implementation of these highway improvements, the proposal is acceptable in highway terms. Adequate on-site parking, including cycle and disabled parking can be provided. The site is accessible by a choice of means of transport. The proposed development will not have an adverse impact on the ecology of the site. The landscaping and other enhancements works will have a beneficial impact on the visual environment of the site. The scheme will necessitate the removal of a World War II Pill Box which has some local interest but recording of the structure will take place prior to removal. It is not considered that the development will have a significant impact on air quality or result in levels of noise which will have an adverse impact on the amenities of the area. The proposed development will have some impact on the trade in other town and district centres. Whilst it is considered that it is unlikely to have a significant effect on the larger centres, Redcar, Guisborough and Saltburn, the impact on Eston and Berwick Hills will be greater. However the development will generate significant benefits in terms of investment, employment and improved consumer choice and competition. The development is key to the wider economic regeneration of the Greater Eston area and therefore it is considered that the minor adverse impacts will be off set by the positive benefits of the scheme. |
