REASON: Local ground conditions indicate a potential for flooding.
(9) No development shall take place unless in accordance with the mitigation detailed within the protected species report Bat Survey of Nessfield Bungalow Morton Carr Lane Nunthorpe including, but not restricted to adherence to timing and spatial restrictions; provision of mitigation in advance; adherence to precautionary working methods. REASON: To conserve protected species and their habitat.

(11) All roofing materials, hanging tiles and barge boards must be removed carefully by hand. REASON: To conserve protected species and their habitat.
(12) A landscaping scheme shall be submitted to, and approved in writing by, the Local Planning Authority prior to the commencement of development. The details shall include size, type and species of plant and indicate the proposed layout and surfacing of all open areas. A programme of work should also be submitted and implemented in accordance with the approved details. REASON: To reserve the rights of the Local Planning Authority with regard to these matters.
(13) All planting, seeding and turfing comprised in the approved details of landscaping shall be carried out in the first planting and seeding season following the occupation of the buildings or the completion of the development, whichever is sooner, and any trees or plants which within a period of ten years from the completion of the development die, are removed, or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species unless the Local Planning Authority gives written consent to any variation. REASON: To reserve the rights of the Local Planning Authority with regard to this matter.
NOTE: The following development plan policies were relevant to this decision:- Local Development Framework Policy CS1, CS2, CS20, DP2 and DP3.
REASON FOR DECISION: The proposed alterations to the building are considered to be acceptable. It is recognised that the proposed use would generate more traffic than would be associated with a single family dwellinghouse. However, it is considered that with the installation of acoustic fencing and limitations on the use of the rear parking area, the potential for disturbance will be minimised. Therefore it is considered that the residential amenity of nearby residents should not be affected to an extent which would justify refusal of the application. The proposal does not raise any issues of highway safety or crime prevention.
