(7) No development shall take place until the applicant, their agent or successor in title has secured the implementation of a programme of building recording and analysis in accordance with a written scheme of investigation to be submitted to and agreed in writing with the Local Planning Authority. REASON: The building is of historic significance and the specified record will mitigate any potential impacts.
(8) No development shall take place within the application site until the applicant, their agent, or successor in title, has completed the implementation of a phased programme of archaeological work in accordance with a written scheme of investigation submitted to and approved in writing with the Local Planning Authority. REASON: The site is of archaeological interest.
(9) The demolition of the building shall not take place before a contract for the carrying out of works to redevelop the site has been entered into, and planning permission has been granted for the redevelopment scheme for which the contract provides. REASON: To safeguard the character and appearance of the Guisborough Conservation Area.
REASON FOR DECISION: The rear wing of the building is in a poor state of repair and of secondary importance to the front part of the listed building. The Council consider that unless a use could be found for this part of the building it would continue to deteriorate to the detriment of the appearance of the listed building and this section of the Guisborough Conservation Area. The Council considered that the loss of the rear part of the building was offset by the benefits of the proposed redevelopment scheme which would have a significant positive impact on the wider area.
NOTE: The following development plan policies were relevant to this decision:- Local Development Framework Policy CS1, CS2, CS6, CS13, CS15, CS18, CS19, CS20, CS25, DP1, DP2, DP3, DP9, DP10.
