1 (1) The development shall not be begun later than the expiration of THREE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
2 NOTE: The following development plan policies were relevant to this decision:- Local Development Framework Policy CS18, CS20, CS25, DP2, DP3, and DP9.
3 REASON FOR DECISION: The proposed use is considered to be appropriate within this existing commercial centre and will bring an empty building back into use. It would not have an adverse impact on the character and amenity of the area. There are public car parks in close proximity to the property and therefore there are no highway objections to the proposal. The application does not raise any issues in respect of crime prevention. The proposal therefore accords with the Council's adopted Development Plan.
