# Condition Details
1 (1) The development shall not be begun later than the expiration of THREE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
2 (2) Prior to completion of the car park hereby approved details of a secure cycle store for a minimum of 5 cycles shall be submitted to, and approved in writing by the Local Planning Authority. The details approved shall thereafter be retained unless first agreed in writing with the Local Planning Authority. REASON: To ensure a satisfactory form of development.
3 (3) Prior to the commencement of development, details shall be submitted to and agreed in writing by the Local Planning Authority, of proposals to provide contractors car parking and material storage within the site. The details approved shall be retained for use until completion of the development unless first agreed in writing with the Local Planning Authority. REASON: In the interest of highways safety.
4 (4) Prior to the commencement of development a traffic management plan for the construction phases of the works shall be submitted to and agreed in writing with the Local Planning Authority. The scheme hereby approved shall then be implemented in accordance with the details provided within the traffic management plan unless first agreed in writing with the Local Planning Authority. REASON: In the interest of highways safety.
5 INFORMATIVE NOTE: The application site is on/close to land that has been identified as having a history of potential contamination. It is not considered that the development proposed will give rise to 'significant risk' to health or pollution of controlled waters. It is recommended, however, that the attention of the applicant be drawn to the risk of contaminants in, on or under the site. In the event of unusual or unexpected ground conditions being encountered works should cease until soil and/or water samples are obtained and chemical testing undertaken. Any findings should be reported to the Local Planning Authority.
6 INFORMATIVE NOTE: The applicant is reminded that it is the responsibility of anybody carrying out building work to ensure mud, debris or deleterious material is not deposited from the site onto the public highway and, if it is, it shall be cleared by that person.
7 INFORMATIVE NOTE: The turning head off Bylands Road, which will provide access to the proposed parking area, is not adopted highway and therefore the school may not have access rights over this land.
8 REASON FOR DECISION: The proposed works are not considered likely to cause significant harm to the street scene and appearance of the area. Due to the location of the proposed works it is not considered that the proposal will prove detrimental to neighbour amenity. The application raises no issues in terms of crime prevention. Given the additional parking proposed the application is considered likely to improve parking and highways safety in the area. The application accords with the policies and guidance in the adopted Development Plan and therefore it is recommended that the proposal be approved subject to a number of conditions.
